It all depends on the type of the horse the parents are, the type of foal it is and how tall are the parents. It mostly depends on how tall the parents on because like us humans they get a gene by on of their parents to know how tall their going to be at birth and their rest of their life.

A healthy foal will grow rapidly, blooming before your very eyes, gaining weight, height and strength quickly. It is not unheard of for a foal and/or young horse to put on as many as 3 pounds per day.
Measure your foal's heart girth using a soft measuring tape. Place the tape around the barrel, just behind her wither and elbows.
Subtract 25 from the heart girth measurements to get your foal's weight in pounds. Write down this number, the measurement and numbers on a piece of paper as you go, in case you loose track.
Divide this number by .07 and you will have an accurate estimate of your foal's weight from days 7 to 28.

Depends on the weight of the horse, the age of the horse, how hard the horse is working, the type of grain, and how well they keep their weight on just hay. The nutritional value of the hay your horse is being fed can also affect how much grain your horse needs. If you are trying to put weight on, the horse generally needs more grain. If you're trying to reduce the weight of your horse, they generally need less or none at all. If a horse is not being worked at all, they do not need grain unless they cannot keep weight on with out it.
Shetland ponies will be considerably less than Clydesdales. Or do you mean "at birth"?
