Asphalt is a petroleum based product. It is mixed with rock and it acts like a binder and when layed and compressed, it makes a smooth surface like a road. soil cement is rock mixed with portland cement with enough water added to bid it together. It's normally used as a base for a road. it's pure mineral with water.
