It is most likely the makers stamp although it is hard to tell without seeing it properly.

Provide a detailed description of all markings, finish, barrel length, finish on all parts of the rifle and type of finish on the stock.
i have a very old mauser which is not an 8mm, i have alot of those. i is markerd berlin and ser number 1909. i can not find a marking of what cal it may be but a 8mm will almost fit but not close. can you help me find the cal. maybe 7mm ( how hard to find that?) mikkel.mikkelson@comcast.com

I can start you in the right direction.This was a military contract for the model 1895 mauser by the chilean government.These rifles and carbines were produced by mauser at there facility of loew in Berlin Germany. they produced four different types of 1895 mauser,the 1895 rifle army model,1895 rifle anchor crest,model 1895 short rifle,and 1895 carbine.these are good quality mauser small ring rifles.please remember that they cannot with stand the pressures of the large ring 1898 rifle.

The Mauser es340b was a single shot .22 long rifle. It was made too look and feel like a Mauser 98K. It is not a sniper rifle. It is a target rifle.
It could mean a number of things. There's no real way of telling without knowing all of the markings on the rifle, and where this marking is placed.

I don't think you have a Mauser - the flaming cannon ball is a US Ordnance marking, and both the M1903 Springfield and M1917 bear very close resemblance to the Mauser (both share a lot of their lineage with the Mauser). If it's either of these, it would be chambered in .30-06. However, these are not the only rifles to bear that marking. Feel free to send me photos (my email address is in my profile), and I can tell you more from those.
