Charmeleon is better because it has a high attack and speed and water and rock type moves don't take off a lot of damage
train all of them they are all useful in their own little way
Ghastly is best trained in the Pokemon Tower where you caught it. Ghastly relies on it's Special Attack stat, and all the wild Pokemon in the tower,except Cubone, give Special Attack EV's. If it's a trainer battle you want go to Three Island and battle the girl with the Bulbasaur and Ivysaur's over and over for Special Ev's. The Ivysaur's will give 1 EV to both special Stats though so be careful.

Blastoise is a Water Type Pokemon. It evolves from Squirtle and Wartortle, also water types. Squirtle is the Water Type starter Pokemon from Kanto.
Unless you have chosen a Bulbasaur or a Squirtle as your starter Pokemon, seeing a Venusaur in Pokemon Red is very difficult. If your starter Pokemon is a Bulbasaur, you will see a Venusaur when it reaches level 36. If you chose Squirtle, your rival will have a Venusaur by the time you reach the Pokemon League. Very few (if any at all) Pokemon trainers will have with them a Venusaur. The closest you will get is an Ivysaur which some Grass-type trainers will carry with them. your best chance of encountering a Venusaur would be to trade or battle with a friend over a link cable.
