Give it a good pressure wash, not will it only remove the paint mark but will also remove the accumulated dirt on it. Use a pressure washer surface cleaner from bestcargurus to do clean it faster than a regular pressure washer wand and nozzle

Pressure washing is the best option.
Use a sharp firm bladed putty knife, chisel, or paint scraper.
It depends on whether it is a water (latex) based paint or a oil based paint. If it is oil based paint it may not come out, but if it is a water (latex) based paint use 'Goof Off' or other latex paint removers with a wire brush. I have used 'Muriatic acid' on some concrete appications.
I wouldn't recommend it. Some of the chemicals in the alkyd will dissolve the latex and the alkyd won't "stick". It's best to remove the latex using laquer thinner or xylene first.
The best way to remove luminated paint from your taillights is by sanding them smooth.
Use a block filler and normal exterior grade paint. Ask your paint supplier which filler is best for your region.
Either concrete stain or block and stucco paint. I painted an eagle statue ,about three year's ago with oil colors and after it dried i put a coat of polycrylic, (by Min Wax) over it and and it still looks great.
Rustoleum's concrete paint is made from acrylic and can be applied with only one coat. It is hot tire and chemical resistant as well as UV resistant.
Baking soda is the best way to remove acid stains from concrete. Dawn may remove grease stains from concrete. Vinegar is another great solvent for grease stains.

Oil is , WITH an oil primer.
If you go to your local home improvement store you can purchase a product called Dryloc. It's a water based formula and has a low odor. Not to expensive, but it's a little pricier then paint.
