First check your battery to see if it is fully charged. If so then look under the hood at the fuse box and there is a black or gray box (that has motor written on it) that holds approximately 4-6 fuses in it. They my be wet or blown. Check all fuses. I had this same problem with my 1997 BMW 740il. My fuses had gotten wet. After drying them my car started.
there are two fuses one in each fuse box
There isn't one set number, and the number of fuses will vary between different cars.

When changing fuses it is important to know the fuse box location. In a 1999 Chevy Lumina car, the fuse box is located under the hood of the car.
most cars come with the fuse box on the drivers side of the car next to your left leg ....and under the hood .....or even sometimes depending on the car ...in the glove box
It's the drawing the shows which fuses in the fuse box are for which systems in the car.
under the hood should be a little black box right above the left wheel of the car. the fuses are inside
The fuses are under the sterring column to the left side.... some models have the fuses behind the "dash" the owners manual of my car says.
