A control group is identical to the experimental group in every way but it lack the experimental variable. This is the group not being tested on.
A control group is a group of specimens on which you do not perform the experiment procedure. The control group therefore tells you how the specimen behaves under "normal" circumstances, and you can compare your other specimens to this control group to study the effects of the experiment.
When someone performs an experiment on biological organisms they do something to the organism. Then they need to know if what they did changed the organism in a way that would not have happened had they not performed the experiment. So, they need to compare the group they did something to with a group that nothing was done to. This comparison group that had nothing done to it is called a control group.
The control group in an experiment is the group that stays the same and is not changed in any way. Because it is not changed, other variables may be compared to it.

For example:

You are testing whether temperature has an effect on the breaking point of rubber bands. You take one rubber band and put it in the freezer and another is heated. A third rubber band is left at room temperature. The one left at room temperature is the control. It is the normal result you are comparing your other two results to.

You must be sure that the rubber bands are exactly the same in size, width, construction and composition.
Controlled experiment means you keep every other variable constant, except for one ( the one being tested). A variable means something that varies, or keep changing. Controlled experiment removes all the possibilities of external influences on the subject. Everything else must remain constant in a controlled experiment, that's how you will able to study it in its true context.

A control group is one of several groups that are being tested, but it is tested by using normal methods and materials. All of the other groups being tested are being tested with more exotic and unusual ways and equipment.

The control group in a biological experiment is the group held constant, or not given the experimental treatment. All other factors, such as temperature, lighting, amount of fresh air, and in particular, any activity associated with making experimental observations, should be held consistent with experimentally treated group(s), so that the only thing to vary between the two groups is the treatment itself. The results from the control group, then, become the untreated basis against which the treated group(s) results are compared.

Controlled experiments are used to investigate the effect of a single variable on a particular system. This variable is applied to the treatment group in a controlled experiment. All other conditions besides this variable are applied to the control groups. Negative controls are designed to produce no result and positive controls are intended to produce the result expected in the treatment group. If both the treatment group and the negative control produce the result we know another variable acted on the experiment and the data is discarded. Similarly, if the positive control fails, we know there was something wrong with our procedure so we discard any results and begin again. If both controls behave correctly, we can confidently accept the results of the experiment as the effect of the desired variable. Scientific controls are vital because they ensure that data are valid."

A control group is must for every new experiment or uncommon experiment.

Because when an experiment is being done anything unexpected could happen and to control the hazard a control group should be ready everytime. Otherwise it can be very dangerous for the experiment holders.
