Democracy, in the sense of government "by the people" includes protection of the certain rights of the minority through procedural safeguards.
In this sense, it is distinguished from "mobocracy" (or "ochlocracy") which has no such guarantees.

A "Dictatorship" is power derived through a single source, normally a single person or very small group of people; a dictatorship is a subset government under the Aristocracy definition: unquestionable rule by some right or power.
