They're required to file a 1099-MISC form whenever they pay at least $600.00 for services, rents, etc. If you've been paid less than $600.00 and the Payer isn't filing a 1099-MISC form, you still are required to report that income. Not receiving income forms such as 1099-MISCs or W-2s (Wage and Tax Statement) doesn't mean that you don't have to report the income.
