As far as I'm aware it's the English street-term for a mixture of several A-class drugs in powder form, possibly including MDMA, cocaine, speed, crushed ecstasy pills and ketamine.
It's more likely that there is a lot less of the higher quality drugs involved as the mixture is cheap. It can also be dangerous as most dealers want a big profit and add their own ingredients (such as crushed sugar, bicarbonate of soda, common headache pills, anything that looks white and powdery really) so the potential user pays more for less.
