Romania has always had an educational system based mostly on theoretical knowledge. Romania still ranks high in international competitions in math, physics, computer science etc. at high school level.
There are reports, however, from countries like France, Germany etc which seem to indicate that Romanian graduates, while very well prepared theoretically in their field, especially doctors, lack some technological and practical skills. Currently, the government is trying to overcome this aspect by a long needed educational reform. However, because of a shaky economy and a very unstable political climate, any kind of reform is something always left for the next generation to deal with.
There is another aspect of Romanian education: general knowledge. The actual term used in Romania is "general culture," which basically means "to know a lot about as many things as possible," as opposed to the supper specialization that the western systems seem to focus on. It is not uncommon to see in Romania a mathematician or an engineer who writes poetry or a philosopher who tries to solve Fermat's last theorem. This aspect of Romanian education, however, seems to slowly fade into the mercantilism of our times where money, as much as one can manage to get, becomes more important than pretty much anything else.
In sum, Romanians are good theoreticians, especially in engineering, math, physics, chemistry, computer sciences -- the latter being a point of pride; every Romanian will tell you that the second language at Microsoft is Romanian --, and in general in exact sciences.
