The Congress is the Legislative Branch of the government but it is PART of the entity commonly referred to as the Federal Government.
The Federal Reserve is not in a branch of government (although if it was it would be in the Executive). It is its own entity.
The federal government is separated into three parts: the legislative, executive, and judicial branches. The legislative branch is further split into two more parts, the Senate and the House of Representatives. There is no one entity in control of the federal government.

The President is not under the authority of the legislative branch. The system of checks and balances ensures that the President is not entirely independent. However, the President's position complements Congress and vice versa. Neither entity controls the other.
Usually contentious. Other than that, a state is a self governing geopolitical entity that exists as part of the country. The state has it's own executive branch, legislative branch and judicial branch that is generally sovereign in regard to matters that affect only that state.
The executive branch, but not just any member thereof. Only those at the highest levels of the state and federal executive branches have such authority. The President of the United States has the power to pardon someone convicted of a federal crime. Each state has defined a person or entity capable of pardoning people for crimes committed in their state. An overwhelming majority (~80%) leave this in the hands of the state Governor. The remaining states either leave this power in the hands of a board or committee or a hybrid entity comprised of both the Governor and a board or committee. At the time of this writing these mentioned remaining states include (at least, and in no particular order) Oklahoma, Alabama, Connecticut, Georgia, Idaho, Minnesota, Nebraska, Nevada, South Carolina, and Utah.

I assume you're asking about the branch of government, Executive, Legislative, or Judicial. The Judicial is the supreme court, with nine justices (the words judicial and justice come from the same root, see).
