Jihad and terrorism are two different things. Meaning of Jihad is "struggle" (not war or holy war).

Surah al-Hajj verse 39:

"Permission (to fight) is given to those who are being attacked, because they have been wronged. And surely God measures out help for them."

"Would you not fight people who violated their treaties, tried to banish the messenger, and they are the ones who started the war in the first place? Are you afraid of them? GOD is the One you are supposed to fear, if you are believers. " (Quran 9:13)

"Allah does not forbid you as regards those who did not fight you on account of faith, and did not expel you from your homes, that you do good to them, and deal justly with them. Surely Allah loves those who maintain justice." (Quran 60:8)

Purpose of Jihad is self defence and freedom of Muslims or struggle for spiritual self perfection. Jihad has many rules while terrorism and war have no rules or boundary.

Rules of Jihad

Hazrat Abu Bakr(RA) who was the closest companion of Muhammad (SAW) said:

"Stop, O people, that I may give you ten rules for your guidance in the battlefield. Do not commit treachery or deviate from the right path. You must not mutilate dead bodies. Neither kill a child, nor a woman, nor an aged man. Bring no harm to the trees, nor burn them with fire, especially those which are fruitful. Slay not any of the enemy's flock, save for your food. You are likely to pass by people who have devoted their lives to monastic (or humanitarian) services; leave them alone."

Prophet Muhammad (peace be upon him) said to His followers: "Do not kill any old person, any child or any woman" (Abu Dawud). "Do not kill the monks in monasteries" or "Do not kill the people who are sitting in places of worship" (Musnad of Ibn Hanbal).

Terrorism is forbidden in Islam.

"There shall be no compulsion in religion: the right way is now distinct from the wrong way. Anyone who denounces the devil and believes in GOD has grasped the strongest bond; one that never breaks. GOD is Hearer, Omniscient." (Quran 2:256)

"...if any one slew a person - unless it be for murder or for spreading mischief in the land - it would be as if he slew the whole people: and if any one saved a life, it would be as if he saved the life of the whole people..." (Quran 5:32)
