the barrel has to be at least 18 inches the gun must be a total of 29 inches watch your self with this it could get you in a lot of trouble. and yes anyone can do this if you want it to be shorter you will have to pay a 200$ tax to the ATF and classify it as an sbs or short barrled shotgun

check with the MI State Police. MI appears to follow the Federal law, which requires a barrel length of at least 18 inches, and overall length of at least 26 inches. From Michigan State Code, Firearms, Definitions: (i) "Short-barreled shotgun" means a shotgun having 1 or more barrels less than 18 inches in length or a weapon made from a shotgun, whether by alteration, modification, or otherwise, if the weapon as modified has an overall length of less than 26 inches.
As little as someone wants it to be, provided the gas regulator is adjusted/modified accordingly.
That would depend on the make and model of the shotgun in question, and the length of the barrel/barrels that came with the shotgun.
I am not aware (and neither is the NRA), of ANY state that requires the registration of long guns. UNLESS - The length of the barrel is modified to less than 18 inches and/or the total length of the weapon has been modified to be less than 26 inches. Under those circumstances, you would have to register it with the ATF Tand possess a federal firearms license to possess it.

You can own a short barrelled shotgun anywhere. The question is, do you have a license for an AOW (any other weapon) or a Class 3 license. That is the only way to own a short barrelled shotgun. To be termed a short barrelled shotgun, the barrel length has to be less than 18 inches when measured from the chamber (on a closed bolt) to the end of the muzzle. Washington Will NOT allow a Shot Barreled Shotgun they Are reguired to be Destroyed the gun if a Police agency Takes control on the Gun look up Washington Wacs. Best thing to do is detroy the Short Barrel and look for a Legal Lenght Barrel to replace it. Try a gunbroker or online.
A little over 36"
Any shotgun with a barrel length of less than 18 inches and/or an overall length of less than 26 inches.
In California, it is illegal to possess or manufacture a sawed-off shotgun with a barrel length of less than 18 inches, unless it is properly registered with the appropriate authorities and meets specific legal requirements. Possessing an unregistered or unlawfully modified sawed-off shotgun is a felony offense in California.
A shotgun is a shotgun, regardless of what you do to it (except should its length go below certain limits, it will be reclassified as a pistol or handgun in some jurisdictions). If you saw some of it off, then it becomes a "sawn-off shotgun", pending the above restriction on length.
