Wire insulation does none of these things. It doesn't grow; it doesn't reproduce. It doesn't consume anything, and gives off no waste products. So insulation is not 'alive".
This definition of "life" is tricky; some things that fit the description aren't "alive". For example, fire consumes things and gives off waste products; it sure can grow, and embers from one fire can kindle new fires. But we do not consider fire "alive". (But ask a fireman if the fire is a living thing, and he might give a different answer!)
