This is the international nautical signal flag for the letter 'N' (November)
It is also used to mean 'Negative' or 'No' - as in a ship receiving a flag message may simply fly the 'N' signal in return to indicate 'No' or 'Negative' to the received message.

The blue represents the sky/heaven
