When looking at the transmission line profile view, the wind span is defined as half of the sum of adjacent spans. The weight span is defined as the distance from low point sag of one span to the low point sag of the next span.

To clarify, these values have to do with loading of a supporting structure (transmission line pole structure). with 3 structures in a row, there are 2 cable spans. One half of the sum of the 2 spans will give the wind span. This will be used to calculate the force applied to the structure due to a horizontal wind blowing on the conductors.

Because the cable takes the form of a catenary curve when hung between 2 fixed points, there will be a low point between each of the structures. The distance between these low points will be the weight span for the middle structure. This value will be used to calculate the weight of the cable that the structure must support.

What is allowable value of weight span and wind span ratio in transmission line?

Its depends on location and type of towers. Supposed the transmission line is erected at hill area and second line is erected in desert area and third one in forest area. Then the allowable value of weight span and wind span ratio in transmission line will different. Also this ratio will depends on types of tower . Like the value is different in 132KV, 220KV , 400KV and 765KV.

What is a good wingspan to height ratio for a plane?

The wing span of the plan has nothing to do with the height of the air craft, it is more in line with weight and length than the height and even then it is mostly has to do with the weight. You see in order to get into the air you need what is called lift. Lift is obtain by passing wind over the wings causing the craft to literally lift of the ground, when you take gravity and the weight of the craft into consideration then you can start looking at the wing span. Now that being said you also must take thrust into consideration. Since you can lift a lot of weight off the ground with smaller wing span if you have enough thrust pushing you forward creating enough wind over/under the wings causing lift. There is still much more answer to this question of wing span but in a nut shell that's it.
