Not sure, but it might be A Place of Hiding by Elizabeth George.

The book description on Amazon says this:

An isolated beach on the island of Guernsey in the English Channel is the scene of the murder of Guy Brouard, one of Guernsey's wealthiest inhabitants and its main benefactor. Forced as a child to flee the Nazis in Paris, Brouard was engaged in his latest project when he died: a museum in honor of those who resisted the German occupation of the island during World War II.

It is from this period of time that his murderer may well have come. But there are others on Guernsey with reason to want Guy Brouard dead: his wives, his business associates, his current mistress, the underprivileged teenagers he mentored-any of whom might have harbored a secret motive for murder. As family and friends gather for the reading of the will, Deborah and Simon St. James find that seemingly everyone on the history-haunted island has something to hide. And behind all the lies and alibis, a killer is lurking. In order to bring this person to justice, the St. James must delve into Guernsey's dark history-both past and present-and into the troubled psyche of someone who may have exacted retribution for the most unspeakable crime of all.

It doesn't specifically say double agent, but it is the closest thing that I have found.

What is the value of a 1981 Bailiwick of Guernsey One Pound coin?

The Guernsey decimal New Half Penny coins were first and last issued for circulation in 1971 and were withdrawn from circulation and demonetised in December 1984. So, unless they are part of a Proof or Uncirculated mint set or are individual Proof or Uncirculated coins and in absolute mint condition, they have little or no value. The Bailiwick of Guernsey currency (GGY) is pegged at par with the British Pound Sterling (GBP) and the Guernsey decimal coinage is near identical in dimensions, composition and history to the equivalent British coins. Guernsey currency is "legal tender" only in Guernsey, but may be regarded as "acceptable tender" in Britain.

Why does the 1830 1 Double coin say Guernesey?

If you refer to the extra "E" between the "N" and the "S", it is as a result of the French spelling of Guernsey (Guernesey) which was used on coins from 1830 until the middle of the 20th century.
