The plot is basicly there are these kids all over the world who have never been outside before. They are thrid children, forth, fifth sixth, etc. The Population Police and the government say that those kids aren't allowed because they are afraid of other people who need the food. If the Population Police find any children who are illegal they will be put to death as soon as they get some information out of them.
