Few institutional investors or fund houses invest before the market opens just to discover the best market price. They react for the overnight news. So before the actual market opens, Stock exchanges settle down all the transactions. This will not reflect the exaggerated prices for the stocks.
The pre- session will give an investor an idea as to what the market is going to open like and can preview the stocks/market accordingly because of the reduced initial prices swings.
15 mins they have alloted for various activities. 50 % of the total time, they settle all the transactions.. Left over transactions are rejected, I also believe that only cash transactions are accepted, then market halts for a while and then in last few minutes, it reflects the exact opening prices giving equal opportunities for all kind of investors.

The pre-market session is the time period between 2 AM and 9:30 AM ET in the US. The markets open at 9:30 AM ET. Most stocks have a pre-market session, but it is never graphed or recorded. The three major indexes (Dow Jones Industrial Average, S&P 500, and the NASDAQ) have future sessions. These are speculating where the markets will open. There is also a value called the "Fair Value". This is a sort of multiplier. It doesn't change after it is posted and can have a major move on the future markets. For example, if the FV is +2.5 and the market future value is +1 then the market will open down 1.5 points.
