Simply put, legends tells stories. They are told to remind people of why something is the way it is, or why something happened.
Think of it this way. A moralistic story is one that teaches you some value. "The moral of the story is that ...". A legend doesn't so much teach you a value as teaches you about some specific event in history. Legends do change over time as originally they were passed along verbally or through pictures. As they were told people would add to them, change them slightly.
For example, the legend of what happened at the Alamo may be very different from what really happened, but it does still serve the purpose of keeping alive the memory of the Alamo.
