A poem's function is to translate what is in one person's head into another person's head... much like other forms of communication. A poem does this differently, and sometimes more effectively, depending on the subject, but that is a poem's main function. The difference from other forms of communication is probably that most poetry tries to convey one feeling, or one moment, or one situation really, really well, rather than conveying all the complexities of a novel, for instance... although some poetry (think Shakespeare) goes a lot further, while still keeping the tight, exact quality of poetry intact. Here is an interesting discussion on this subject that covers a lot of different points of view: http://www.poetrymagazine.org/magazine/0107/comment_178919.html
As with any creativiity, the purpose behind it is broadly to express some emotion or other, and to say something about what is generally expressed as "the human condition" - so as to evoke a response in the audience.
It is an art form - a form of expression which requires some skill with words. When accomplished there is a sense of achievement and something to show which can last for a lifetime (or more).
Put more simply - many people like writing poems and many like reading or hearing them.
If the function of poetry, however, did not go beyond this recovery of sensuous and imaginative freedom, at the expense of disrupting our useful habits of thought, we might be grateful to it for occasionally relieving our numbness, but we should have to admit that it was nothing but a relaxation; that spiritual discipline was not to be gained from it in any degree, but must be sought wholly in that intellectual system that builds the science of Nature with the categories of prose.
