this apparatus is used to verify the principle of moment i.e. Sum of clockwise moments=Sum of anti-clockwise moments.
It uses the combination of 6 or 8 pulleys with a central rotatable disc. The threads are passed over the pulleys to balance against the opposite weights acting as the Force.The disc is finally brought in balanced position such that there isn't no net torque in it.
