I think it depends on which model you have (tdi, 1.8t, vr6, etc...), but I have a VR6 and have had it up to 137mph. It didn't shut off, but wouldn't go any faster either. Not sure if it didn't have enough power to go faster or if it was something to do with the computer, but I'm sure the other models will be close to that.

The 2002 VW Jetta air conditioning relay switch can be found in the fuse box. The air conditioning relay switch will be in the third column, second from the top.
To remove the dash from a Jetta, remove the two screws underneath the tray on top of the dash. Pry the dash out slightly, enough to get your fingers behind it, and lift upwards and it will unlatch.

Most likely the speed sensor. It's located on the back top side of the transmission. Look for the hump on the trans, and it'll be to the right side, it's the 3 pin plug. Disconnect it, unbolt the bolt (torques) holding it in, and pull the sensor out.
The top speed is 108 mph
Mounted on top and inside the fuel tank.
