You will need to consult the catalogs. Most libraries will have a copy of Scott's Postage Stamp Catalog of the World. First of all, you have to identify the specific stamp or card. That in itself can be a daunting task, but most of the catalogs are well illustrated with lots of information. Once you know what item you have, the catalog will provide a set of prices that can be used to estimate value.

It would take some research to determine if there is value. Value will depend on the condition, and how common they are and what country they are from. Reference a stamp catalog to completely identify them and get a rough value.

There were not any 10 cents that came out in 1944. The 10-cent John Tyler stamp was still in use. If you have a 10 cent coil, it is rather scarce, retailing for around $11 mint and 50 cents used. The ordinary sheet type 10 center is still quite common, maybe 25 cents mint retail. Used, minimum value.

These are still very common. You should be able to buy one for 25 cents or less from a stamp dealer.

How much is a US one cent stamp with the ability to write a book of democracy worth?

The value of the stamp would be nominal (1 cent) as it is no longer in use. However, if it is a rare collectible item, its value could potentially increase based on demand from philatelists or stamp collectors. The subject matter of being able to write a book of democracy would not directly impact the stamp's value.
