Tyrannical came to English by way of first Greek, then Latin. The Greek tyrannos merely meant master or sovereign. But the Latin tyrannus referred to an illegitimate ruler. For it was used to describe an individual who took power by force, without respect for the established means of holding power. Over time, it came to describe an individual who used authority and power for selfish ends, and without regard to the interests of others except for a very small group. Used as such, the term came to refer to how power was wielded and not necessarily how it was obtained.
