The vertical hold needs adjusting, or the sync pulse is missing or corrupted by interference. Or a fault in the sync separator circuit.
It must be an old telly, modern ones are controlled by inbuilt computers.
If the picture is "snowy" you have the TV on the wrong station.
On your remote there should be an input key click that until your tv picture come up. Or you could be on the wrong channel. Hope this helps
Cause of Concaved Picture It sounds like you have a bad capacitor somewhere in the vertical circuit. As it ages and dries out, it changes value, and usually in the wrong direction.

Have you tried adjusting the settings on your tv like the contrast/tint/etc.? It might be a bad picture tube in which case you may need to get a new tv but without more details it's hard to know for sure what's going on.
It can be a "cold solder connection", a flaky switch, a dirty connector somewhere or a transistor can be getting ready to fail.
Could be a short in the A/V cords. OR could be something wrong with the back Inputs
