They use a special kind of fan where none of the air goes backwards and all of it goes forward, unlike mast fans. This reduces the force, but increases the amount of air that goes down. Then, it goes to the plenum chamber (which is like the gap between two cups when they are stacked) where the speed of the air is increased. Then, it goes to the ground and keeps the hovercraft hovering. The skirt keeps most of the air from escaping, but some always goes. This is why the fans produce a constant consistent supply of air equally around the hovercraft so it does not tip over or fall.
