Polar bears have translucent guard hairs. They are shaped like hollow tubes. They are between 5 to 15 cm long. Underneath the guard hairs is a thick insulating undercoat. They have stiff hairs on the bottoms of their paws that aid with traction when walking on ice. The males also have ornamental hair on their forelegs.

aswell as having thick fur they also are warm blooded, this keeps them warm aswell as the fur keeping it insulated, its also not just about its source of heat but how the animal has adapted to its survival.

So as they have been bought up in cold enviroments they are now used to it and how to survive in harsh enviroments.

same as any animal or specicies that has apdapted to a enviroment!
