ALL commercial use vehicles, regarding of GVWR/GCWR, farm vehicles, non-CMVs being transported for commercial purposes (e.g., recreational vehicles being driven from the manufacturer to the dealer for delivery)... some aspects of the FMCSR do not pertain to all vehicle types (e.g., CDL requirements), but the FMCSR covers all vehicles in use for commercial purposes (and yes, that even includes rental cars and trucks).
