After the attacks on 9/11, it became obvious that the United States of America had a poor sense of domestic preparedness and related methods. Disasters like 9/11 and Hurricane Katrina were so significant that they costed America a lot of money and made the government out to appear unable to properly protect its citizens. A leading nation such as the US simply cannot afford these negative outcomes even if created after a natural, man-made and/or technological disaster event.

In November of 2002, Congress passed the Homeland Security Act which created a standalone agency known today as the United States Department of Homeland Security (DHS). DHS was established to unify homeland security and related efforts and on March 1, 2003 opened its doors as the acting agency for all homeland security related matters. As part of this unification, other agencies were also brought into the DHS including the Federal Emergency Management Agency (FEMA) and even the United States Coast Guard. The unification of these agencies into DHS is thought to help bring about further security to the homeland where agencies can collaborate and coordinate under one mission - homeland security.

On an ending note, homeland security itself should not be regarded as an agency but more of a responsibility of the federal, state, tribal and local government as well as private sector organizations, businesses and even each and every citizen in America. Homeland security is a Whole Community effort that requires everyone to share its responsibility in helping to keep America safe.
