The House of Representatives.

The United States Constitution originally set the rules of apportionment for Congressional seats based on the population at that time. The number of seats in the House of Representatives was then at 65. However, this number continued to grow until it reached 435 by 1910. With the population of the United States continuing to grow, House leaders determined that something must be done to keep the number of Congressional seats from reaching an unmanageable size. Consequently, the Reapportionment Act of 1929 was passed and the current system of apportionment was set.
