Neither should have any consequences to face, as the minor made the call in good faith and concern. Whether you are a minor or an adult, a 911 call made in good faith will not result in legal consequences or ethical ones either. An abuser of the system, however, could face charges of filing a false 911 report, and then have consequences.
The biggest hangup will be when the ambulance arrives, is the boyfriend an adult or is there someone over 18 present? If not, the ambulance may (depending on state and local statutes) be required to transport the boyfriend.
Oh, and a person can look "fine" on arrival from an OD, but not be. If the person was called in as a suicidal, the boyfriend may be required to be taken for evaluation anyway.
