So that they don't do any harm to buildings plants animals or us.
The US doesn't tend to test within other countries' borders. However, they have many overseas testing locations, nearly all islands in the south pacific. Here, nuclear weapons were tested during the cold war. Most new weapons developed today are tested in the deserts of the southwestern US.

The US tested on Bikini atoll, Eniwetok atoll, and launched some high altitude tests from Johnston island on rockets. The UK tested on Christmas island.
Bikini and Eniwetok atolls are US protectorates in the Marshal Islands of the pacific. They are considered legally US property.

Nuclear weapons in the US are all refurbished at PANTEX just east of Amarillo, TX. No new nuclear weapons are built at this time by the US.
No. But old ones are being refurbished.
No where as of yet. They are still being extensively tested in CA though....
