In many cultures where proteins in the diet are scarce, or once were, all parts of fish are prepared and eaten except perhaps the scales and guts.
Although some people in some cultures do not eat all parts, they are the minority when the cultures that do eat all parts are included in the analysis. Apex predictors like Barracuda and shark can accumulate high levels of toxins like Mercury that can make them dangerous or even poisonous to eat.
Finally some fish like Lion Fish, and puffer fish have glands that contain strong poisons that are often designed to paralyse their prey or anything that attacks them. Sometimes these chemicals are destroyed by cooking and sometimes it can make the fish dangerous to eat unless you remove the glad carefully first.
