NEVER EVER approach a French person - in France - with any language other than French.
The French reputation for being rude comes from people who don't follow this simple rule. If you want to know what rudeness really is, I suggest you approach a New Yorker and shout at him in a foreign language as if expecting him to understand.
I cannot give the percentage but it is why children have trouble learning to read and spell. We teach all the English rules and we SHOULD teach the French rules along with the English.
