About 20% can be said to have a little English. Those working in the tourist industry have somewhat more, but NEVER expect a French person to speak English in France, any more than you would like to be expected to speak a foreign language in your own country. The secret is to try, however dismally, to use French first. Usually, people will then be only too willing to help you out and show off their own linguistic ability. NEVER EVER approach a French person - in France - with any language other than French.

The French reputation for being rude comes from people who don't follow this simple rule. If you want to know what rudeness really is, I suggest you approach a New Yorker and shout at him in a foreign language as if expecting him to understand.

I cannot give the percentage but it is why children have trouble learning to read and spell. We teach all the English rules and we SHOULD teach the French rules along with the English. The reason is for 300 years the English were forced to speak French when the where successfully invaded by the Normans (resource book, The History of English: This is a book compiled, word for word, from the documentary on the history of English)
