He established Persian provincial governors but left local government in the hands of the normal governance by cities, tribes and principals. The governors were responsible for internal and external security. The peoples retained their own language, customs and religions, however Aramaic was established as a lingua franca to facilitate communicating amongst the disparate peoples.
