The speed of this depends on pH, temperature and volume of water.
You never know that tap water or well water is safe unless it has been lab tested. In wells especially this should be done annually.
Voltage can be compared with the level to which the tap is opened. (Volume of water) Current can be compared with the speed at which water flows from tap. (Flow of water).
The water coming from the tap is above 0 degrees Celsius so it warms the ice causing it to melt and become water.
