My advice would be this: It might be frustrating that he has a girlfriend who is not you, but it is very important that you don't get highly emotional and dramatic with him. That will probably just push him away. I think you should just wait and try not to interfere with his relationship with his girlfriend. Be nice to him, and maybe eventually he'll realize he likes you more than that girl.
You need to come out with it... but do it slowly and nowhere near anyone else that can hear this so if something goes way wrong there will be no blogs about it... if he likes you too and you know it, and the other girl, if she is mean use this against her... but don't use rumors...
