It can be used on concrete or many of the modern fake concrete boards like Hardibacker.
First wash it off to remove any dust, then paint it with masonry paint . Available in Home Depot or Rona
As long as it is architectural or house paint, you can use it in a bathroom. However, an exterior grade paint will not wash or scrub as well as a paint formulated for interior use so a 100% acrylic interior paint in an eggshell or glossier sheen would be recommended.
Ammonia absolutely DOES attack paint! Do not use glass cleaner on paint! Use a product meant for painted surfaces.

On the soft vinyl you should use a vinyl paint and on the hard plastics use a epoxy paint or plastic paint. Make sure to thoroughly clean all surfaces to be painted with acetone or TSP then rinse in clean water.
You can generally remove it with the appropriate thinner.
It's for painting concrete or brick.
If it's latex based, you can try a product called goof-off.
