From my understanding of military time, 0306 would be "zero three zero six hours". If it were just 0300, you would say "zero three hundred hours".
0300 GMT Z or Zulu Time is another name for Coordinated Universal Time (UTC) without any offsets. It is used mostly by the military.

Because you don't have to distinguish between AM and PM. 3:00am and 3:00pm are different so it's easier to say 0300 for AM and 1500 for PM and you can clearly see the difference.
