In England it was Baird, set up by the inventor of TV John Logie Baird- their first model was the 'Phonodisc' introduced in 1928, with a 4-inch circular screen. I'm not sure which was the first American company, though I DO know that the first sets retailed for about $75.

By 1929 it was adopted by the BBC as its new television broadcast platform and remained in use until 1936.
