The commander of the garrison, John C. Pemberton, came out to meet U.S. Grant, whom he had known quite well in the old army, to ask for terms.
Grant demanded 'Unconditional Surrender' (which had become his nickname), and Pemberton pretended to stalk off, saying "Don't insult me, General Grant". But he kept looking over his shoulder, to see if Grant was thinking of negotiating.
So Grant pretended he was making a concession when he allowed all 30,000 prisoners to be paroled and to go home.
Pemberton did not realize that Grant was dreading the prospect of having to feed and transport 30,000 prisoners all the way to the Northern camps, and was delighted to be shot of them.
So ended the war in the West.
