Well.... humans have been smoking cannabis for thousands of years, until 1937 when it was demonized by the U.S government for simple business reasons.
But I would say the late 1960's during the hippie movement. Especially during the Civil Rights Movement in general.
George Washington and Thomas Jefferson both smoked cannabis, and grew hemp. They praised it, it was everywhere and everyone grew it.
