I'm not sure I'm properly answering due to the vagueness of the question, but Greece was originally a plethora of small cities. Certain cities grew in power and affluence, such as Crete in the early period, and then mainly Athens and Sparta later on, though Delphi, Corinth and several others played a large part. Each city state, as the larger ones became known as, had their own beliefs, customs, traditions, and arts. As the area became more connected through trade and war cultures diffused and became increasingly similar due to larger outside influence. Essentially the Roman empire sought to carry on the proverbial torch in culture after Greece was more or less annexed into the empire.
