The union had many troops no one knows the exact amount!
Robert E. Lee surrendered the Army of Northern Virginia to Grant at Appomattox Court House, Virginia. The exact place was in the parlor in the home of one Wilmer McLean. McLean had moved his family away from their home near Manassas shortly after the First Battle of Bull Run. A move to get away from the fighting that would ultimately put him in the path of it once again.
At the time of the US Civil War, very often troops numbers were not always an exact number. One reason for this was on the Confederate side, at least, their record keeping was not always accurate. The Union's troop numbers are deemed by historians to have much better accuracy. Also, very often the number of casualties and battle deaths were also not easy to account for. Wounded soldiers who later died, often were not so easy to track. With all that said, the round numbers of troops involved in the Second Battle of Bull Run were as follows: A. Union forces under General John Pope numbered 70,000; and B. Confederate forces under General Robert E. Lee numbered 55,000.
The Union army was nearly twice as large as the Confederate army in the US Civil War. The confederate army had a strength of 1,064,000 troops while the Union Army had a strength of roughly 2,100,000 troops.
Between 7,416–7,685 members of the British forces were captured. The count was not exact.

USMC Vet informed me that there is no way to have an exact tally of the US Forces who surrendered in battles or skirmishes. The Japanese and the Germans killed many troops who supposedly surrendered and some may really have been captured against their will. The death count of these troops is vague too.
The Civil War ended in 1865. To be exact it was considered to be ended when Robert E. Lee surrendered on April 9, 1865. But fighting still occurred until June 23, 1865. When Confederate General Stand Watie surrendered.
Presumably you're talking about Gettysburg. He didn't know where the Union troops were because his cavalry corps were trying to reconnoitre the whole way round the enemy, which took them two days, in which interval Lee was out of touch with them.

For all practical purposes the US Civil War ended when General Robert E. Lee surrendered his army to General US Grant at the Appomattox Court House on April 9, 1865. Other Confederate troops soon after also surrendered. The last Confederate ship lowered its flag near Liverpool, England late in 1865.
