It's called a poll tax, and it was taken away because minorities complained that it was a form of discrimination since people of different ethnic backgrounds were typically more poorer than others, and thus couldn't pay the tax to vote, thus denying them their vote.

This practice particularly marginalized poor voters who often could not afford to pay the tax. Although it is often discussed as a means of marginalizing black voters, there were many poor white voters who were not allowed to vote due to the high costs of poll taxes as well.
