There are few governments in the world today which would make the claim that their countries were "made" by God (other than to assert that God made everything), although many nations have certainly adopted a national religion (Muslim, Christian, Hindu, etc), and many (including the United States) contain citizens who would claim that their nation is "special" in God's eyes or "blessed" by God.
For example, many Muslim countries are Islamic Republics and have a great respect for God as the Creator of all countries, but most do not assert that their borders are preordained or promised to them by God.
One notable exception, of course, is Israel, where many believe God promised the land to Abraham and his descendants for all time, with the borders of the land described (somewhat inconsistently) in the Torah.
In the past, ancient Egyptian, Japanese and Western European royal families claimed to either themselves BE a God or be ordained by God to rule their countries, but the Pharoahs of Egypt are long gone and the Japanese and Western European thrones are generally no longer considered to be extensions of God's dominion on Earth.
