APPARENTLY the first animal in this world would be prehistoric insects. (scientifically speaking)

On the fifth day of this earth, birds and sea animals were created.
On the sixth day of this earth, land animals were created.

Animated cartoons originated in Movies and evolved, naturally, from Comic strips. arguable the oldest still-extant cartoon of this type was/is Felix the Cat, also by accident of history, the first TV Cartoon animal of any type. Felix was up and running in silent cartoons in l923, Bugs Bunny made the scene- for Warner Bros, in l927 as they introduced sound- Jazz Singer, Newsreels- and Bugs Bunny between the acts! My dad said he saw Bugs cartoons at the State theatre in Jersey City in l927, thus Bugs Bunny is a year older than the earliest Mickey Mouse by Walt Disney. So there are two animated cartoons- both still extant, which antedate the(Mousetro).

The first ever peice of anime was of a samurai trying out a new sword on an enermy, however he suffered defeat. It was around two minutes long and was the birth of the anime world. however anime didnt really take off until the early eightys when manga also became an international craze. The first anime clip known as "Samurai" cannot be found. However i have a hunch that it could be in a museum or collection somewhere in Japan.Anime originated out of Japan .
