Well, if you mean "morarchy" as in "the rule of fools" from the greek moros meaning "fool" and archon meaning "rule," I'd say just look at life in the contemporary US. The people are fools, the people vote and elect foolish leaders who run the stupid government, and then everyone suffers from their own short sighted stupidity. Another word for "morarchy" might be "democracy," quite honestly.

If that was a typo and you meant "monarchy," it has ranged historically from wretched to not bad at all. To make matters more complicated, the word "citizen" has meant a host of different things over the years. Nowadays it might just mean resident, but throughout history, it has usually indicated a specific social status with special rights, duties, and privileges. Citizens usually have had life better than peasants since they usually have at least some money... and if they had no money, they probably still had a good name and with that you can often marry into the family of someone who does have money.
